It bit Tommy Powers when he applied for a job at a motorcycle dealer this fall. Powers, who was laid off in April 2008, had just graduated from mechanic’s school and figured he had a shot at getting back into the workforce.

But the dealer checked his credit history, and the job prospect vanished.

“They said I needed better credit,” said Powers, 54, of Orlando. “I’ve been laid off so long, mine’s not as good as it used to be.”

Employment experts say companies of all kinds are increasingly reviewing the credit histories of job candidates before making a decision about whom to hire. The idea, disputed by many labor advocates, is that credit history serves as a barometer for how dependable someone might be – or how tempted they might be to dip into the till. Jobless rates dipped in Palm Beach, Martin and St. Lucie counties as seasonal hiring picked up in October, state officials said Friday, but that hardly means the job market has grown less dismal.

Employers like food distributor Sysco Southeast Florida are flooded with “tons” of applicants for every opening, a hiring official said. The glut of workers lets employers be choosy about hiring.

“We’re looking for candidates who’ve got the best experience possible, because we’ve got a lot to choose from,” said Laurie Myers, who works in the human relations department at Sysco.

Palm Beach County’s jobless rate fell to 11.4 percent in October from 11.7 percent in September, the Florida Agency for Workforce Innovation said. Martin County unemployment dipped to 11.8 percent from 11.9 percent. St. Lucie County’s jobless rate fell to 14.7 percent from 15.3 percent.

The lower unemployment rate was mixed news, however. In Palm Beach County, the number of people working fell slightly from September to October. There were 553,996 workers on the job in October, down from 554,918 in September.

That suggests frustrated job seekers no longer were looking for positions. Indeed, the county’s labor force shrank by 3,000 people.

In St. Lucie and Martin counties, the number of employed workers rose slightly from September.

Florida’s seasonally adjusted unemployment rate rose to 11.2 percent in October from 11.1 percent in September. That was the highest unemployment rate in the state since 1975.

The weak job picture continues to roil the housing market. Nearly 19 percent of Florida mortgages were “seriously delinquent,” meaning 90 days or more past due or in foreclosure, in the third quarter, the Mortgage Bankers Association said Thursday. That was the highest rate in the nation.

The state’s construction industry continued to suffer steep declines — the sector shed 15 percent of its positions over the past year. The health care and social assistance sector remained the lone industry still adding jobs.

“You don’t see doctors being laid off,” said Larry Breault, managing partner at TopGrading Solutions, a recruiting firm in Port St. Lucie. “You don’t see many nurses being laid off.”

But workers in every other corner of the economy face downsizing and fierce competition for openings. That means only the most qualified, highest-achieving workers are being hired right now.

“Companies have openings, but they’re not going to hire that mediocre candidate,” Breault said. “You’ve gotta be good at what you do.”

Even such formerly hard-to-fill jobs as teaching positions are snapped up quickly. For the first time in years, the Palm Beach County school district didn’t have a job fair in advance of the school year, because it was able to fill openings more easily than in the past.

“We really didn’t have to do one this year,” said Darron Davis, the district’s chief of human resources. “Several years ago, we were saying, ‘We’ve got to recruit teachers, we’ve got to recruit teachers.’ We don’t have that problem now.”

When security firm owner Andrew Luchey advertised temporary jobs during the 2010 Super Bowl in Miami Gardens, he was inundated with 625 applications the first day. The Copper Canyon Grill in Boca Raton received 1,300 résumés for 200 openings, while the Seagate Hotel in Delray Beach got more than 1,000 applications for 200 jobs. And West Palm Beach-based Hurricane Grill & Wings screened 1,000 applicants for 60 positions at a new restaurant.

The flood of applicants is good for recruiters like Breault, who said employers need him to sort through the deluge of resumes. Cross Match Technologies of Palm Beach Gardens, for its part, lets the non-profit Workforce Alliance screen its applicants.

But Cross Match, which sells security systems and services, sees relatively few applicants for such skilled positions as engineers.

“In those specialized areas, we haven’t been flooded,” said Thomas Miller, Cross Match’s human resources director.

At least one employer is hiring: The Census Bureau is gearing up for its 2010 count and is hiring 1,000 people at each of its Florida offices, including locations in Boca Raton, Delray Beach, West Palm Beach and Port St. Lucie. There are part time jobs and full time positions available.

Census worker jobs last from April through July and pay $14 to $15 an hour. The Census is getting more applicants now than in 2000, when jobless rates were much lower.
